🎓 Local Asia Pacific Internet Governance Academy (APIGA) Cambodia
APIGA Cambodia is a specialized, youth-focused capacity-development program designed to strengthen understanding and active engagement in Internet Governance among Cambodian youth.
This program is a locally driven initiative led by APIGA alumni and passionate young leaders. Inspired by the content of the regional APIGA program , we aim to empower Cambodian youth to actively participate in shaping the nation’s digital future, addressing specific local challenges and opportunities.
📢 Official Side Event of CamIGF 2025
We are proud to announce that APIGA Cambodia 2025 is an official side event of the Cambodia Internet Governance Forum (CamIGF) 2025. Supported by ICANN, the Internet Society, NetMission, and DotAsia , this event serves as a great opportunity for youth to enter the national and regional policy dialogue.
- Capacity Building: We bridge the knowledge gap by introducing the “Multi-Stakeholder Model” and how the Internet functions technically and politically.
- Youth Empowerment: We provide a platform for youth to voice their perspectives on critical issues like AI, cybersecurity, and digital inclusion.
- Practical Experience: Through simulations, participants learn how to negotiate and build consensus on real-world internet policies.

- Pre-event Learning: Selected participants engage in a preparatory online session and self-learning from November 20-30, 2025

This program is designed especially for the Cambodian youth, i.e. university students, young professionals, and digital enthusiasts, who are eager to understand how the Internet is governed and how they can contribute to a safe, secure, and open digital world.

Day 1: Foundations & Local Context (December 6)
- Introduction to Internet Governance, the Multi-Stakeholder Model, and the Internet’s unique identifier systems (IP addresses & Domain Names).
- Understanding APNIC’s Policy Development Process and “Internet Governance of vs. on the Internet”.
- Deep dive into Emerging Issues (AI, Cybersecurity, Data Protection) and Current Internet Development in Cambodia.
- Preparation for the ICANN Model Conference and IGF Proposal Exercise.
Day 2: Simulation & Action (December 7)
- Community-Centered Connectivity sessions and finalizing IGF Mock Proposals.
- ICANN Model Conference Simulation: Participants will role-play as different stakeholders (Government, Private Sector, Civil Society) to debate and build consensus on “DNS Abuse” policies.
- Digital Inclusion, Youth Advocacy strategies, and mapping the future journey in Internet Governance.
